(a) The Anchorage grounds. All the waters within a circle having a radius of 300 yards centered at latitude 21°57′02 ″ N., longitude 159°41′33 ″ W. (Datum: OHD) (b) The regulation. Except in an emergency, no vessel except a Naval vessel may anchor or moor in this anchorage without permission of the Captain of the Port, Honolulu, Hawaii.
