70.5 - Referral Requirements (Rev. 259, Issued: 01-15-16 Effective: 02-16-16, Implementation: 02-16-16) The Centers for Medicare & Medicaid Services (CMS) is mandated to refer all eligible debt, 120 days delinquent, for cross servicing and/or TOP. Additionally, the CMS has the option of referring such debt before it is 120 days delinquent.
