afghanistan—humanitarian assistance Sec. 536. Of the aggregate amount of funds appropriated by this Act, to be derived in equal parts from the funds appropriated to carry out the provisions of chapter 1 of part I of the Foreign Assistance Act of 1961, and chapter 4 of part II of that Act, not less than $70,000,000 shall be made available for the provision of food, medicine, or other humanitarian assistance to the Afghan people, notwithstanding any other provision of law: Provided, That of the funds appropriated under the heading “Private Sector, Environ-103 STAT. 1232ment, and Energy, Development Assistance”, $13,500,000 shall be transferred to “International Organizations and Programs” and made available only for the United Nations Afghanistan Emergency Trust Fund.
