(a) Middle East regional cooperative programs which have been carried out in accordance with section 202(c) of the 103 STAT. 1238International Security and Development Cooperation Act of 1985 shall continue to be funded at a level of not less than $7,000,000 from funds appropriated under the heading “Economic Support Fund”. (b) Of the funds made available under the heading “Economic Support Fund”, $5,000,000 shall be available only for a grant to assist in capitalizing an endowment whose income will be used for scholarships to enable Israeli Arabs to attend institutions of higher education in the United States: Provided, That such endowment and scholarship program shall be administered by an organization located in the United States: Provided further, That a grant may be made to capitalize such endowment only if private sector contributions of at least $5,000,000 have been made by September 30, 1990, to assist in capitalizing the endowment: Provided further, That if the requirement for private sector contributions is not met, funds earmarked for the purpose of the endowment shall be reprogrammed within the Economic Support Fund account.
