honduras—ramirez case Sec. 567. Therefore, notwithstanding the provisions of such section, $5,000,000 of the Economic Support Fund assistance made available by Public Law 100–71 for Honduras but withheld from expenditure shall be available for expenditure upon enactment 103 STAT. 1243of this Act: Provided, That if a settlement is reached on the property in question, then the additional $10,000,000 withheld from expenditure pursuant to such section shall then be available for expenditure.
