SEC. 211. EXTENSION AND ENHANCEMENT OF GLOBAL RESEARCH WATCH PROGRAM.(a) Limitation on Availability of Certain Funds for Military Departments Pending Provision of Assistance Under Program.—Subsection (d) of section 2365 of title 10, United States Code, is amended by adding at the end the following new paragraph:“(3)(A) Funds available to a military department for a fiscal year for monitoring or analyzing the research activities and capabilities of foreign nations may not be obligated or expended until the Director certifies to the Under Secretary of Defense for Acquisition, Technology, and Logistics that the Secretary of such military department has provided the assistance required under paragraph (2).“(B) The limitation in subparagraph (A) shall not be construed to alter or effect the availability to a military department of funds for intelligence activities.”.(b) Four-year Extension of Program.—Subsection (f) of such section is amended by striking “September 30, 2011” and inserting “September 30, 2015”.
