Notwithstanding any other provision of law, the President may provide assistance under chapter 1 of part I or chapter 4 of part 11 of the Foreign Assistance Act of 1961 for Peru, Bolivia and Jamaica to promote the production, processing, or marketing of all crops which can be economically grown in areas of those countries which currently produce crops from which narcotic and psychotropic drugs are derived.
