SEC. 1002. RELATIONSHIP OF THE QUADRENNIAL DEFENSE REVIEW AND THE ANNUAL BUDGET REQUEST. Section 118 of title 10, United States Code, is amended by adding at the end the following new subsection:“(h) Relationship to Budget.—Nothing in this section shall be construed to affect section 1105(a) of title 31.”.
