SEC. 1031. PROHIBITION RELATING TO PROPAGANDA.(a) In General.—(1) Prohibition.—Chapter 134 of title 10, United States Code, is amended by inserting after section 2241 the following new section:“§ 2241a. Prohibition on use of funds for publicity or propaganda purposes within the United States “Funds available to the Department of Defense may not be obligated or expended for publicity or propaganda purposes within the United States not otherwise specifically authorized by law.” .(2) Clerical amendment.—The table of sections at the beginning of subchapter I of such chapter is amended by adding at the end the following new item: “2241a. Prohibition on use of funds for publicity or propaganda purposes within the United States.”. (b) Effective Date.—Section 2241a of title 10, United States Code, as added by subsection (a), shall take effect on October 1, 2009, or the date of the enactment of this Act, whichever is later.
