Sec. 428. Section 434 of division F of Public Law 110–161 is amended by striking paragraph (3) and inserting a new paragraph (3) as follows:“(3) By adding at the end the following:“ ‘(m) Section 106 of Public Law 108–148 shall apply to all projects authorized by this Act. Sections 104 and 105 of Public Law 108–148 may be applied to projects authorized by this Act.’. ”.
