iraqSec. 7042. (a) Assistance.—None of the funds appropriated or otherwise made available by this Act may be made available for assistance for Iraq, except funds appropriated by this Act under the heading “Nonproliferation, Anti-terrorism, Demining and Related Programs” for the removal and disposal of landmines and other unexploded ordnance, small arms and light weapons in Iraq.(b) Matching Requirement.—The terms and conditions of section 1402(e)(1), (2), (3) and (4) of Public Law 110–252 shall apply to assistance for Iraq in fiscal year 2009.(c) Transition Plan.—Not later than 180 days after enactment of this Act, the Secretary of State, in consultation with relevant 123 STAT. 884 United States Government agencies, shall submit to the Committees on Appropriations a report, in classified form if necessary, that details the plans, costs and timelines associated with the transition of programs and activities funded under titles III through VI of this Act and prior Acts making appropriations for the Department of State, foreign operations, and related programs to the Government of Iraq. (d) Base Rights.—None of the funds made available in this Act may be used by the Government of the United States to enter into a permanent basing rights agreement between the United States and Iraq.
