SEC. 129. SENSE OF CONGRESS ON IMPORTANCE OF ENGINEERING IN EARLY STAGES OF SHIPBUILDING. It is the sense of Congress that—(1) placing a priority on engineering dollars in the early stages of shipbuilding programs is a vital component of keeping cost down; and(2) therefore, the Secretary of the Navy should take appropriate steps to prioritize early engineering in large ship construction including amphibious class ships beginning with the LHA–8.
