personnel ceiling on united states and soviet missions Sec. 602. It is the sense of the Congress that the ceiling on permanent positions at the United States Mission to the Soviet Union and the Soviet Mission to the United States should not be increased unless— (a) the President determines that such increase is essential to the effective functioning of the United States Mission to the Soviet Union; and (b) the FBI is provided sufficient additional resources to fulfill its responsibilities resulting from the increased number of permanent positions at the Soviet Mission to the United States.
