Sec. 104. (a) Section 103(b) of the Legislative Branch Appropriations Act, 1999 (2 U.S.C. 74a–8(b)) is amended—(1) in the matter preceding paragraph (1), by striking “Subject to the allocation described in subsection (c), funds” and inserting “Funds”;(2) in paragraph (1), by striking “direct;” and inserting the following: “direct (or, if the Speaker is not a member of the Republican Party, under such terms and conditions as the Minority Leader of the House of Representatives may direct);”; and(3) in paragraph (2), by striking “direct.” and inserting the following: “direct (or, if the Speaker is a member of the Democratic Party, under such terms and conditions as the Speaker may direct).”.(b) Section 103 of such Act (2 U.S.C. 74a–8(c)) is amended—(1) by striking subsection (c); and(2) by redesignating subsection (d) as subsection (c).(c) The amendments made by this section shall take effect as if included in the enactment of the Legislative Branch Appropriations Act, 1999.
