SEC. 814. CONTRACTING. When drafting contract proposals for training facilities under the general contracting authority of the Federal Aviation Administration, the Administrator of the Federal Aviation Administration shall ensure—(1) the proposal is drafted so that all parties can fairly compete; and(2) the proposal takes into consideration the most cost-effective location, accessibility, and services options.
