(a) The terms and conditions of sections 7086(b) (1) and (2) and 7090(a) of division F of Public Law 111–117 shall apply to this Act.(b) The Secretary of the Treasury shall instruct the United States Executive Director of the International Monetary Fund (IMF) to seek to ensure that any loan will be repaid to the IMF before other private creditors.(c) The Secretary of the Treasury shall seek to require that the IMF implements and enforces policies and procedures which reflect best practices as defined in the explanatory statement described in section 4 (in the matter preceding division A of this consolidated Act) for the protection of whistleblowers from retaliation, including best practices for—(1) protection against retaliation for internal and lawful public disclosures;(2) legal burdens of proof;(3) statutes of limitation for reporting retaliation;(4) access to independent adjudicative bodies, including external arbitration; and(5) results that eliminate the effects of proven retaliation.
