SEC. 12. NONEMERGENCY PROGRAMS UNDER TITLE II OF PUBLIC LAW 480. The first sentence of section 206 of the Agricultural Trade Development and Assistance Act of 1954 (7 U.S.C. 1726) is amended by inserting after “extraordinary relief requirements,” the following: “or for nonemergency programs conducted by nonprofit voluntary agencies or cooperatives,”.
