SEC. 204. APPROVAL OF SPECIAL RATES OF PAY. Section 4107(g)(4) is amended— (1) in the first sentence, by striking out “ninety days prior to” and inserting in lieu thereof “45 days before”; and (2) by adding at the end the following new sentence: “If, before such effective date, the President approves such increase, the Secretary may advance the effective date to any date not earlier than the date of the President’s approval.”.
