Sec. 143. During the period covered by this joint resolution, amounts provided under section 101 for “Department of Health 127 STAT. 565 and Human Services—Office of the Secretary—Public Health and Social Services Emergency Fund” may be obligated at a rate necessary to assure timely execution of planned advanced research and development contracts pursuant to section 319L of the Public Health Service Act, to remain available until expended, for expenses necessary to support advanced research and development pursuant to section 319L of the Public Health Service Act (42 U.S.C. 247d–7e) and other administrative expenses of the Biomedical Advanced Research and Development Authority.
