SEC. 1005. REDUCTION OF EXPENDITURES UNDER THE EXPORT ENHANCEMENT PROGRAM AND FOR TARGETED EXPORT ASSISTANCE. (a) Export Enhancement Program.—During fiscal year 1990, the Commodity Credit Corporation shall not, except to the extent provided for under section 4301 of the Agricultural Competitiveness and Trade Act of 1988 (Public Law 100–418; 7 U.S.C. 1446 note), make available to exporters, processors, or foreign importers under the authority of section 5(f) of the Commodity Credit Corporation Charter Act (15 U.S.C. 714c(f)) more than $566,000,000 in commodities of the Commodity Credit Corporation to enhance the export of United States commodities by making the price of such commodities competitive in the world market. (b) Targeted Export Assistance.—Section 1124(a) of the Food Security Act of 1985 (7 U.S.C. 1736s(a)) is amended— (1) by striking “and” at the end of paragraph (2); and (2) by striking paragraph (3) and inserting the following: “(3) for the fiscal year 1989, the Secretary shall use under this section not less than $325,000,000 of the funds of, or commodities owned by, the Corporation; and “(4) for the fiscal year 1990, the Secretary shall use under this section not less than $200,000,000 of the funds of, or commodities owned by, the Corporation.”.
