Sec. 215. Notwithstanding any other provision of law, section 20109(a) of subtitle A of title II of the Violent Crime Control 128 STAT. 69 and Law Enforcement Act of 1994 (42 U.S.C. 13709(a)) shall not apply to amounts made available by this or any other Act.
