SEC. 5002. POSTPONEMENT OF RESTRICTIONS ON WITHOUT-RECOURSE VENDEE LOAN SALES. Section 1833(a)(3) of title 38, United States Code, is amended by striking out “October 1, 1989” each place it appears and inserting in lieu thereof “October 1, 1990”.
