SEC. 1403. ESTABLISHMENT OF MARGIN PROTECTION PROGRAM FOR DAIRY PRODUCERS. Not later than September 1, 2014, the Secretary shall establish and administer a margin protection program for dairy producers 128 STAT. 690 under which participating dairy operations are paid a margin protection payment when actual dairy production margins are less than the threshold levels for a margin protection payment.
