SEC. 1010. ESTABLISHMENT OF A LATIN AMERICAN AND CARIBBEAN DATA BASE. (a) Authorization.— Of the funds authorized to be appropriated for fiscal year 1990 by section 101(a)(1) $1,300,000 are authorized to104 STAT. 90 be appropriated to provide continued support for the establishment of a Latin American and Caribbean Data base. (b) Conditions.— In developing the data base described in subsection (a), the Secretary of State shall be required to satisfy the following conditions: (1) Any agreement for an on-line bibliographic data base entered into for purposes of this section shall continue to be subject to full and open competition or merit review among qualified United States institutions with strong Latin American and Caribbean programs. (2) The Secretary of State shall ensure that funds are not awarded to maintain services which are significantly duplicative of existing services.
