authority for transfer of fundsSec. 2. Section 1 of the Legislative Branch Appropriations Act, 1991 (2 U.S.C. 6153) is amended—(1) by redesignating subsections (c) and (d) as subsections (d) and (e), respectively;(2) by inserting after subsection (b) the following:129 STAT. 2658 “(c)(1) The Chaplain of the Senate may, during any fiscal year, at the election of the Chaplain of the Senate, transfer funds from the appropriation account for salaries for the Office of the Chaplain of the Senate to the account, within the contingent fund of the Senate, from which expenses are payable for the Office of the Chaplain.“(2) The Chaplain of the Senate may, during any fiscal year, at the election of the Chaplain of the Senate, transfer funds from the appropriation account for expenses, within the contingent fund of the Senate, for the Office of the Chaplain to the account from which salaries are payable for the Office of the Chaplain of the Senate.”;(3) in subsection (d), as so redesignated—(A) in paragraph (1), by inserting “or the Office of the Chaplain of the Senate, as the case may be,” after “such committee” each place it appears; and(B) in paragraph (2), by inserting “or the Chaplain of the Senate, as the case may be,” after “the Chairman”; and(4) in subsection (e), as so redesignated, by inserting “or the Chaplain of the Senate, as the case may be,” after “The Chairman of a committee”.
