NO RETROACTIVITY.
SEC. 20. NO RETROACTIVITY. Nothing in sections 1 through 19, or the amendments made by sections 1 through 19, shall be interpreted to apply retroactively to any State, Federal, or maritime legal action filed before the date of enactment of this Act.
