Sec. 306. Section 610 of the Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1990 (Public Law 101–162) is amended by adding the following subsection: “(d) The term ‘export license applications’ includes requests for approval of technical assistance agreements or services that would serve to facilitate launch of such satellites.”.
