LIMITATIONS ON CHANGES OF PROGRAMS OF EDUCATION.

SEC. 208. LIMITATIONS ON CHANGES OF PROGRAMS OF EDUCATION. (a) In General.— Section 1791(b) of title 38, United States Code, is amended by striking out “The” through “additional change” and inserting in lieu thereof “The Secretary, in accordance with procedures that the Secretary may establish, may approve a change other than a change under subsection (a) of this section”. (b) Effective Date.— The amendment made by subsection (a) shall take effect on June 1, 1991.
