SEC. 3536. MISSION NEED STATEMENT. Section 569 of title 14, United States Code, is—(1) amended in subsection (a)—(A) by striking “for fiscal year 2016” and inserting “for fiscal year 2019”; and(B) by striking “, on the date on which the President submits to Congress a budget for fiscal year 2019 under such section,”.
