Sec. 770. (a) Of the unobligated balances from amounts made available in fiscal year 2016 for the Comprehensive Loan Accounting System under the heading “Rural Development, Salaries and Expenses”, $8,900,000 are hereby rescinded.(b) For an additional amount for “Rural Development, Salaries and Expenses”, $8,900,000, to remain available until September 30, 2018, is provided for Information Technology modernization activities.
