Sec. 401. The Congress finds that failing to recognize natural resource depletion causes current systems of economic statistics to provide a distorted representation of many nations’ economic condition. (a) The Secretary of State shall instruct the United States representative to the Organization for Economic Cooperation and Development and to the United Nations and its appropriate affiliated organizations to seek revisions in the manner in which these organizations report the income and economic activities of nations. Such a system of accounting shall recognize the depletion or degradation of natural resources as a component of economic activities. (b) The Secretary of the Treasury shall instruct the United States Executive Director to each Multilateral Development Bank and to the International Monetary Fund to seek the adoption of revisions in accounting systems as described in subsection (a). (c) The Administrator of the Agency for International Development shall incorporate the changes described in subsection (A) into AID’s evaluations and projections of the economic performance of recipient countries.
