REPORT ON ABSENT LANDLORDS.

SEC. 12507. REPORT ON ABSENT LANDLORDS.(a) In General.—Not later than 1 year after the date of enactment of this Act, the Secretary shall submit to Congress a report describing the effects of absent landlords on the long-term economic health of agricultural production, including the effect of absent landlords on—(1) land valuation;(2) soil health; and(3) the economic stability of rural communities.(b) Contents.—The report under subsection (a) shall include—(1) a description of the positive and negative effects of an absent landlord on the land owned by the landlord, including—(A) the effect of an absent landlord on the long-term value of the land; and(B) the environmental and economic impact of an absent landlord on the surrounding community; and(2) recommendations to policymakers concerning how to mitigate those effects when necessary.132 STAT. 4990
