SEC. 304. TRADE CAPACITY BUILDING AND TRADE FACILITATION.(a) In General.—The President is encouraged to produce a robust and comprehensive trade capacity building and trade facilitation strategy, including leveling the playing field for American companies competing in the Indo-Pacific region.(b) Authorization of Appropriations.—There are authorized to be appropriated such amounts as may be necessary to carry out subsection (a).
