SEC. 603. AUTHORIZATION OF APPROPRIATIONS. Section 653 (20 U.S.C. 1454) is amended to read as follows: “authorization of appropriations “Sec. 653. For the purpose of carrying out section 652 there are authorized to be appropriated $20,010,000 for fiscal year 1991, $22,010,000 for fiscal year 1992, $24,200,000 for fiscal year 1993, and $26,600,000 for fiscal year 1994.”.
