SEC. 114. AUTHORITY OF SECRETARY. Section 645(c) of the Head Start Act (42 U.S.C. 9840(c)) is amended by adding at the end the following: “The Secretary may not issue or enforce any rule (as defined in section 551(4) of title 5 of the United States Code) or guideline that forbids any Head Start agency to carry out a Head Start program in accordance with the authority described in the preceding sentence.”.
