SEC. 1001. EFFECTIVE DATES. (a) General Effective Date.—Except as provided in subsection (b), this Act and the amendments made by this Act shall take effect on October 1, 1990. 104 STAT. 1284 (b) Special Effective Dates.—(1) The amendment made by section 207(b) shall take effect immediately before October 1, 1990. (2) Section 646(b) of the Head Start Act, as added by section 115, shall take effect on April 1, 1990.
