Notwithstanding section 101, the second paragraph under the heading “Department of Health and Human Services—Food and Drug Administration—Salaries and Expenses” in title VI of division B of Public Law 116–94 shall be applied by striking “, contingent upon the enactment of the Over-the-Counter Monograph User Fee Act of 2019,”.
