SEC. 7102. FUNDING OF HEALTH BENEFITS FOR POSTAL SERVICE RETIREES AND SURVIVORS OF POSTAL SERVICE EMPLOYEES OR RETIREES. (a) Expanded Scope of Coverage.—Section 8906(g)(2) of title 5, United States Code, is amended by striking “October 1, 1986,” each place it appears and inserting “July 1, 1971,”. (b) Contributions To Be Prorated.—Section 8906(g)(2) of title 5, United States Code, as amended by subsection (a), is further amended— (1) by striking “(2)” and inserting “(2)(A)”; and (2) by adding at the end the following: “(B) In determining any amount for which the Postal Service is liable under this paragraph, the amount of the liability shall be prorated to reflect only that portion of total service which is attributable to civilian service performed (by the former postal employee or by the deceased individual referred to in subparagraph (A), as the case may be) after June 30, 1971, as estimated by the Office of Personnel Management.”. (c) Effective Date.—The amendments made by this section shall take effect on October 1, 1990, and shall apply with respect to amounts payable for periods beginning on or after that date.
