SEC. 8002. RESTORATION OF FUNDS SEQUESTERED (a) Order Rescinded.— Upon the enactment of this Act and House Joint Resolution 395,100th Congress 8282Copy read “Congres”. session, the orders issued by the President on October 20, 1987, and November 20, 1987, pursuant to section 252 of the Balanced Budget and Emergency Deficit Control Act of 1985 are hereby rescinded. (b) Amounts Restored.— Except as otherwise provided in sections 4001, 4041(b), and 4061, any action taken to implement the orders referred to in subsection (a) shall be reversed, and any sequesterable resource that has been reduced or sequestered by such orders is hereby restored, revived, or released and shall be available to the101 STAT. 1330–282 same extent and for the same purpose as if the orders had not been issued.
