SEC. 5071. ACCOUNTING FOR ADMINISTRATIVE COSTS. (a) Reclassification.—Section 474(a)(3) (42 U.S.C. 674(a)(3)) is amended by inserting “provision of child placement services and for the” before “proper and efficient”. (b) Effective Date.—The amendment made by subsection (a) shall take effect on the date of the enactment of this Act.
