Sec. 3. Not to exceed 1 per centum of funds made available in appropriations for operating expenses and salaries and expenses, during the current fiscal year, may be transferred between such appropriations for mandatory program requirements. Any transfers 104 STAT. 1413proposed shall be submitted promptly to the Committees on Appropriations of the House and Senate for approval.
