SEC. 173. CHEMICAL WEAPONS STOCKPILE SAFETY CONTINGENCY PLAN (a) Development of Plan.— The Secretary of Defense shall develop a plan setting forth the steps the Department of Defense would take if the chemical weapons stockpile of the United States began an accelerated rate of deterioration (or experienced any other event which called into question its continued safe storage) before a104 STAT. 1508 comprehensive full-scale chemical weapons disposal capability is developed. The plan shall address— (1) the schedule that would have to be followed to put the plan into effect; (2) the level of funding that would be required to put the plan into effect; (3) the equipment and other resources that would be required to put the plan into effect; and (4) an assessment of how quickly the plan could be placed into effect in the event of an emergency. (b) Updates.— The Secretary shall periodically update the plan developed pursuant to subsection (a) as needed. (c) Submission to Congress.— The Secretary shall submit to the Committees on Armed Services of the Senate and House of Representatives a copy of the plan developed pursuant to subsection (a). The submission shall be made not later than 180 days after the date of the enactment of this Act.
