Sec. 308. (a) Of the unobligated balances available from amounts appropriated in prior Acts under the heading “Title III—Department of Energy—Energy Programs”, $12,723,000 is hereby rescinded.(b) No amounts may be rescinded under (a) from amounts that were designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or the Balanced Budget and Emergency Deficit Control Act of 1985.
