SEC. 2824. LEASE AT HUNTERS POINT NAVAL SHIPYARD, SAN FRANCISCO, CALIFORNIA (a) In General.— (1) The Secretary of the Navy shall, within one year after the date of the enactment of this Act, lease to the City of San Francisco, California, at fair market value and for at least 30 years, not less than 260 acres, including any improvements thereon, of the area known as the Hunters Point Naval Shipyard, San Francisco, California. (2) In carrying out paragraph (1), the Secretary shall— (A) determine the location of the property to be leased; (B) provide that the property leased shall be used by the City subject to such terms and conditions as the Secretary determines appropriate to protect the interests of the United States; and (C) take steps to minimize the disruption and displacement of tenants on Hunters Point to the maximum extent practicable. 104 STAT. 1791 (b) Report.— The Secretary shall transmit, by no later than February 1, 1991, to the Committees on Armed Services of the Senate and of the House of Representatives a report of the status of the negotiations carried out for the purpose of entering into a lease under subsection (a).
