ENVIRONMENTAL RESTORATION AND WASTE MANAGEMENT Funds are authorized to be appropriated to the Department of Energy for fiscal year 1991 for carrying out the environmental restoration and waste management programs necessary for national security programs as follows: (1) For operating expenses, $2,391,428,000 to be allocated as follows: (A) For environmental restoration, $833,215,000.
