SEC. 3135. DEPARTMENT OF ENERGY MANAGEMENT PLAN FOR ENVIRONMENTAL RESTORATION AND WASTE MANAGEMENT ACTIVITIES (a) Plan.— The Secretary of Energy shall develop a comprehensive five-year plan for the management of environmental restoration and waste management activities at facilities under the jurisdiction of the Department of Energy. (b) Report.— Not later than June 1, 1991, the Secretary of Energy shall submit to Congress a report on the management plan developed under subsection (a). The report shall include the following: (1) A description of management capabilities necessary to carry out environmental programs covered by the management plan for the next five years. (2) A description of current Department of Energy management capabilities and inadequacies. (3) A description of the technical resources, including staff and management information systems, needed to carry out the management plan. (4) A description of assistance from other Federal agencies and private contractors included in the management plan. (5) A description of the cost verification and quality control elements included in the management plan.
