SEC. 103. LEGAL ASSISTANCE FOR VICTIMS. Section 1201 of division B of the Victims of Trafficking and Violence Protection Act of 2000 (34 U.S.C. 20121) is amended—(1) in subsection (a), by inserting after “no cost to the victims.” the following: “When legal assistance to a dependent is necessary for the safety of a victim, such assistance may be provided.”; (2) in subsection (d)—(A) by amending paragraph (1) to read as follows:“(1) any person providing legal assistance through a program funded under this section—“(A)(i) is a licensed attorney or is working under the direct supervision of a licensed attorney; “(ii) in immigration proceedings, is a Board of Immigration Appeals accredited representative; “(iii) in Veterans’ Administration claims, is an accredited representative; or “(iv) is any person who functions as an attorney or lay advocate in Tribal court; and “(B)(i) has demonstrated expertise in providing legal assistance to victims of domestic violence, dating violence, sexual assault, or stalking in the targeted population; or “(ii)(I) is partnered with an entity or person that has demonstrated expertise described in clause (i); and “(II) has completed, or will complete, training in connection with domestic violence, dating violence, stalking, or sexual assault and related legal issues, including training on evidence-based risk factors for domestic and dating violence homicide;” ; (B) in paragraph (2), by striking “or local” and insert the following: “local, or culturally specific”; (C) in paragraph (4), after “dating violence,” by inserting “stalking,”; and (3) in subsection (f)(1)—(A) by striking “$57,000,000” and inserting “$60,000,000”; and (B) by striking “2014 through 2018” and inserting “2023 through 2027”.136 STAT. 851
