Sec. 8111. (a) The Classified Annex prepared by the Committee of Conference to accompany the conference report on the bill H.R. 5803 of the One Hundred First Congress and transmitted to the President shall have the force and effect of law as if enacted into law. (b) The amounts specified in the Classified Annex are not in addition to the amounts appropriated by other provisons of this Act. (c) The President shall provide for appropriate distribution of the Classified Annex or of appropriate portions of the Annex, within the executive branch of the Government.
