SEC. 403. EFFECTIVE DATES. (a) General Effective Date.— Except as provided in subsection (b), this Act and the amendments made by this Act shall take effect on October 1, 1990. (b) Special Effective Date.— The amendments made by sections 110, 204, and 301 shall take effect on the date of the enactment of this Act or October 1, 1990, whichever is earlier.
