SEC. 112. GAO STUDY, FINDINGS, AND RECOMMENDATIONS REGARDING STAFFING AND CONTRACTORS OF THE NEA. (a) Study Required.— The Comptroller General of the United States shall conduct a study of— (1) the program staffing policies and practices of, (2) the use of consultants by, and (3) the use of independent contractors as administrative staff of, the National Endowment for the Arts. (b) Report Required.— Not later than 180 days after the date of the enactment of this Act, the Comptroller General shall submit to the Speaker of the House of Representatives and the President pro tempore of the Senate a report containing— (1) the results of the study conducted under subsection (a), and (2) findings and recommendations with respect to the matters specified in paragraphs (1), (2), and (3) of such subsection.
